On a recent episode of “Esa es la idea” on Cooperativa, Javier Ramírez, executive director of Know Hub Chile, emphasized the need for designs that are intended from the outset for both military and civilian use.
On Monday, Know Hub CEO Javier Ramírez spoke on the radio program *Cooperativa* about the importance of dual-use innovation—a concept that emerged after World War II and aims to apply military capabilities to the civilian sector.
In an interview with *Esa es la Idea*, Ramírez explained that this type of innovation involves joint development that integrates both fields from the outset, rather than merely adapting technologies at a later stage. The goal is to optimize resources and boost national development.
He also noted that the design is not intended solely for military use, but involves the civilian sector, universities, research centers, and startups, thereby fostering an ecosystem of innovation.
"In Chile, 'that dialogue is just getting started,'" said Ramírez, who noted that Know Hub Chile aims to create a space for ongoing communication among these stakeholders.
The main challenge is the significant difference in “codes” and operating practices between the defense and civilian sectors. Different objectives and incentives make mutual understanding difficult, which is why—he said—addressing this issue is crucial for advancing technological development.
Ramírez emphasized the importance of overcoming these cultural barriers. The goal is to achieve a “virtuous synergy” that drives national development. Open communication is essential to building a collaborative technological future.
